What is the Kimberley Process?

 

The Kimberley Process is an international negotiating forum that brings together representatives from governments, the diamond industry and civil society. The forum was created in 2000 in response to the "blood diamond" conflict. Blood diamonds" are diamonds present in a territory that are the source of conflict. Negotiations within the process have led to the creation of a diamond certification system.

The Kimberley Process aims to prevent conflict diamonds from entering a territory. Conflict diamonds are used by rebel movements to finance military activities aimed at overthrowing legitimate governments.

To achieve this goal, the KP is implementing several actions. The forum helps members maximize their impact and protect companies. The Kimberley Process also enables nations to curb conflict trade, and to improve living and working conditions through membership and innovation.

The Kimberley Process operates in a fairly straightforward, regulated way. Rough diamonds must be exported securely and accompanied by a government-validated certificate. The certificate bears a unique tracking number that authenticates the diamond.

Diamonds can only be traded between Kimberley Process signatory countries. The KP has 82 member countries within which diamonds can be traded. Moreover, uncertified diamonds are not allowed to enter or leave the territory of a KP member country.

KP certification is a regulatory tool designed to verify that rough diamonds are not involved in any conflicts within a participating country. 

The standards of this certification include financial transparency between members of the Kimberley Process Certification Scheme, continuous improvement in compliance with KP requirements, supervision of import and export by a responsible authority, and traceability of diamonds.

The KP review system includes an annual report to see how requirements are being applied, a review visit to check progress and compliance with deadlines, and review missions.
